Istanbul International Conference on Seismic Risk Mitigation,
December 8-10, 2009


In Turkey, earthquakes occurred on August 17 and November 12, 1999 were devastating and caused great loss in human life but also had severe social, economic and financial impact. A number of actions and programs were initiated after this unforgettable catastrophe. In the light of the experience and further studies, the Disaster and Emergency Management Presidency was established under the Prime Ministry at the 10th year after the earthquakes. This is a very important improvement in terms of ensuring the sustainability of a modern and comprehensive disaster management system.

Istanbul is one of the most vulnerable cities due to its seismic-prone location nearby the North Anatolian Fault, as well as its high population and high density of commercial/industrial facilities. The disaster preparedness of Istanbul is conducted under the coordination of Province Disaster and Emergency Directorate.

Istanbul Seismic Risk Mitigation and Emergency Preparedness Project (ISMEP) is a leading activity to implement the basic principles of comprehensive disaster management. With the loan allocated from the World Bank and the European Investment Bank, the project is financed by the Prime Ministry Undersecretariat of Treasury and is implemented by Istanbul Project Coordination Unit (IPCU) established under Istanbul Special Provincial Administration.

Within this context, to mark the 10th year of 1999 earthquakes, Istanbul International Conference on Seismic Risk Mitigation, organized by the Prime Ministry Disaster and Emergency Management Presidency and the Governorship of Istanbul in collaboration with the World Bank is dedicated to exploring national/international experiences in the broader area of sesimic risk mitigation. The program is being planned to provide a forum for the presentation and exchange of information on what has been achieved in Turkey, specifically in Istanbul in seismic risk mitigation after the 1999 earthquakes; how this and similar experiences from other earthquakeprone countries can be shared and disseminated and how consensus among various stakeholders can be built for future steps in seismic risk mitigation in urban areas. The program also includes field visits to various implementation sites of Istanbul Seismic Risk Mitigation and Emergency Preparedness Project (ISMEP).

In addition, within the scope of this conference, under the leadership of Prime Ministry Disaster and Emergency Management Presidency;

Institutional structuring, new regulations and sharing information between concerned sides for international, regional and bilateral active cooperation developments will be provided.

In the world, there are many countries vulnerable to earthquake risk. Thus, exploring national/international experiences in the broader area of sesimic risk mitigation is paramount to future steps in seismic risk mitigation, protecting the life, safety, welfare and future of our societies.
